China’s economic planning agency has issued revised administrative measures for outbound investment, according to an October 22 Xinhua report carried by the State Council website.

The measures take effect on December 1, 2026, replacing rules introduced in 2017. The announcement describes stronger reporting arrangements for major adverse events and large overseas reinvestment projects. This is a report of the announced policy, not an assessment of its eventual effects.
